Designing a DAW from Scratch with JUCE

Yes, I am aware of the jobs page here.
However, that gives me no information about the programmers and their experience.
Nor can I filter by what they expect to be paid.

That’s not the way it works here on the forums. You would post a description of your project, and programmers will contact you if they are interested and proficient in the skills the project requires. At that point, you can chat with them, and of course you should ask for more info, perhaps a portfolio, etc.

Yes, I understand that.
But I don’t like rejecting people and it seems that would be become part of the process.

I would prefer to choose someone, like I can at Freelancer.
I also like their progress checker and milestone system.

You would still choose under the people contacting you. You are under no obligation to hire anyone who answers your jobs posting.

Another idea is our friend Josh who runs theaudioprogrammer community. He can help out with projects like this.

I would have to buy a JUCE license to do it, or give you the source code…
And I don’t want to use the license of the company I work for.
