In need of an approximate quote to build a simple MIDI plugin

I need a simple plugin that reads MIDI files stored in the hard drive (not inside the plugin or the DAW), then loads the selected file into the plugin, and when a MIDI note is either played on a MIDI controller or there’s a MIDI note in the DAW, it will trigger the loaded MIDI file. There are other buttons and options that I would like to include, so hit me up if this is something you would be able to build, so we can discuss how much that would cost and other details.
