I’m not clear if a JUCE license is required before sending out executables to beta testers. My assumption was that the license is only required before publicly releasing a commercial closed-source app. Is this correct?

You will need to buy a license before you distribute a JUCE-based closed source app, regardless of whether it is free, or at a beta or alpha stage.
