Am I expecting this to show a transparent drag image and/or change the mouse cursor when dragging files externally? Or is there any way to get it to do so? It works (on Windows 10 via RDP) but without any indication that it’s dragging for some reason…

I just tested this on Windows 10 and the mouse cursor looked like this when dragging:

and this when dragging outside the application window:

Is this what you mean?
