I sampled my pultec using dynamic impulse reponses from Nebula Technology.
I sampled each frequency with an impulse of 10 dynamic steps (1.5 db steps im between).
I am looking for a pultec vst at the end with stepped gain pods from 1- 10. The Q filter I only sampled wide, middle, and narrow. This could be switches later on the plugin. So it will not be to CPU hungry, it should be reduced to those 3 Q varations for the high band.
GUI could be also made by a 3rd party developper, means coding the plugin and making the GUI skin could be made from 2 different developpers.
