I am looking into a similar problem with my Plugins. At the moment it has been reported that the issue is when using the vst3 version. However, I believe it is due to notarisation which is now a requirement for any software that runs on Catalina - there is a useful post here with some scripts that can be used to perform the notarisation Apple Gatekeeper notarised distributables
