Bug: Menus appear on the wrong monitor if scale factor is < 1.0.

Reproduce: Create a window with scaleFactor < 1.0. Create button that creates menu, near right edge of window. Move the window to right edge monitor #1. Have monitor #2 to the right of monitor #1. Menu appears on monitor #2
