Android: Oboe CMakeLists.txt needs version bump for CMake 4

Homebrew now installs CMake 4 by default, which no longer works with CMake < 3.5.

The CMakeLists.txt for Oboe is still 3.4.1 and needs to be bumped to 3.5:

It appears this was a bug in some versions of CMake 4 that has been fixed on Sept 6th:
