Bug?: Accessibility: should you be able to modify disabled components with VoiceOver?

JUCE 8.0.10, MacOS Sequoia

So recently, functionality was added to allow Voiceover to discover and move to disabled GUI items (dimmed).

However, with a disabled ToggleButton, you can then Toggle it “on” or “off”. With a disabled ComboBox, you can still enter the menu and make a selection. But if it’s disabled, then you are specifically saying you should not be able to change this item, right?
