No, you will have to compile on a mac. You can use the same source code, but you need a mac compiler. There is no working cross compiling option known.
If you don’t own a mac, take a look at CD/CD. Microsoft Azure f.e. offers free build time on both windows and mac.
The only thing you can’t do is sign you plugins with PACE, as you need to have an iLok connected.
Which is extremely frustrating
