Sounds like you want to evaluate the whole project. The only options I can see are writing your own DAW preferably with building blocks like the Tracktion engine, or I think Reaper might give you access via ReaScript (haven’t used it).
But normal DAWs don’t expose that kind of setup to their plugins.
ARA is probably also not an option. That gives you access to the clips, but not to the plugins, afaik.
