getDefaultLocationsToSearch should include %LOCALAPPDATA% for VST3 plugin scan path

Steinberg recently revised the folder paths for VST3 plugins. Can you please add support for the %LOCALAPPDATA% path?

This is documented in the VST3 spec here:

The path is
%LOCALAPPDATA%/Programs/Common/VST3/
