Don’t know about other countries but in the UK you don’t need to register for, or charge VAT until you bring in £85k/yr as a freelancer (of course the situation is going to change re: Brexit, perhaps UK based devs will be exempt from your requirement?). I would imagine the rules are similar across the EU, and so the extra headache involved with registering for VAT will certainly be avoided until that threshold is reached by most.

In Belgium for example you ALWAYS need a VAT number if you’re going to charge a customer for commercial work… Rules differ by country!

yep. VAT threshold may be loosely treated an indicator of how “liberal” the tax system of a country is. In Europe (afaik) UK is one of the most liberals. In Italy where I live it’s pretty mandatory to have a VAT number as soon as you move an amount of freelance money over 5k in a year (so it’s practically zero threshold as you say for Belgium).
