Hi, I’m trying to build this project, but I’m facing this issue, how should I resolve?

I think I’ve maybe had this happen when the plug-in is in use in a host, like a daw, while attempting to copy.

Yeah, that’s right. I believe you need admin permission to write to that folder, so you should set the plugin copy path to your user VST folder or change the permissions on that folder.

I just disabled the Enable Plugin Copy Step setting to solve the issue probably should grant some admin permission to the folder like what you suggested.
