CoreAudioFormat vs MP3AudioFormat - Legal

I was wondering why juce_MP3AudioFormat.h has the legal disclaimer on .mp3 files but juce_CoreAudioFormat.h (Which says it will 'understand' MP3 does not have the legal disclaimer.

Specifically my question is: Are you allowed to decode .mp3 files using Core Audio without paying a royalty ?

Same question goes for : juce_WindowsMediaAudioFormat.h

Yes, I assume that Apple and MS have sorted out any licensing issues for their own codecs - otherwise they'd definitely have made that clear to people using it!
