I want to distribute the plugin for free. Can I distribute it with a personal license?

As long as you enable the JUCE splash screen (and your revenue is less than $50K), you can distribute the plugin under a personal icense.
If you wish to disable the splash screen, you must release under the terms of the GNU GPL, or upgrade to an Indie license.

In short, you do not have to pay to use JUCE under the GPL. Any software including GPL-licensed code must also be made available under the GPL along with build & install instructions. If you modify JUCE, you’ll also need to make your modified copy available under the GPL.
